The main purpose of the One-cent denomination was to meet the required rate for drop mail, or local letters, in effect at the time. The rate was in fact only used until 15 July 1915, when a War Tax surcharge of one cent was imposed upon most letters. One cent was the valid payment for local letters up to 1oz. (28.3g).

The two major groupings of the One-cent value are by colour. The first issue was in green, but, because of a change in international postal rates in October 1921, the colour of the one-cent value was changed to yellow.
